Meet The Team

We're an award-winning multidisciplinary team based in San Antonio, Texas. Texas Institutional Investment Management, LLC (“TEXIIM”) was founded by institutional investors to serve the highest needs of plan sponsors, foundations, endowments, high net worth individuals, and others who require focused, disciplined, and responsive solutions.

Principal, Co-Portfolio Manager

Eric M. Efron, CFA

As a founding partner of Texas Institutional Investment Management, Mr. Efron focuses on fundamental analysis and is personally invested in the firm and its strategies. Eric began his career over thirty years ago in New York as a research analyst for Arnold Bernhard & Co.’s Value Line, and subsequently gained invaluable experience in portfolio management at firms such as Merrill Lynch, A.G. Becker and C&S Sovran Investment Management Company.

Most recently, Eric worked at USAA Investment Management Co. in San Antonio, where he served as co-portfolio manager for many of the firm’s top performing funds. Mr. Efron was instrumental in growing USAA’s Aggressive Growth Fund from $283 million to over $2 billion between 1995 to 2002, representing a compounded annual growth rate (CAGR) of 12% and earning a 5-star rating from Morningstar. 

Eric earned a Masters in Asian Studies from the University of Michigan and an M.B.A. from New York University. He received a bachelor’s degree in English from Oberlin College. He is a CFA® Charterholder and has served as the President of the CFA Society San Antonio.

Principal, Co-Portfolio Manager

Stephen P. Arnold

As a founding partner of Texas Institutional Investment Management, Mr. Arnold focuses on technical analysis and is personally invested in the firm and its strategies. Stephen developed and maintains a proprietary Interest Rate Forecasting Model*, which interprets specific data and provides a six-month interest rate outlook based on the historic relationship between current interest rates and the fear of inflation. The model has proven to be reliable and helpful in analyzing interest rate sensitive investments. 

Mr. Arnold has been an investment management professional for over thirty years, having served both private and public institutions with assets ranging from $100 million to over $13 billion. He spent seven of his twelve years with The Employees’ Retirement System of Texas (ERS) as the organization’s Assistant Investment Officer, during which time he was responsible for all internally managed investment portfolios. Following his tenure at ERS, Mr. Arnold worked for Norwest Investment Management and Trust of Texas as a Vice President and Trust Investment Officer specializing in Trust investment management.

 Stephen graduated from Texas A&M with a bachelor’s degree in Agricultural Economics. He has also received a certification in Trust Investments from the University of North Carolina in Charlotte.

Principal, Portfolio Specialist

Stephanie Oldenkamp

As a Principal of Texas Institutional Investment Management, Ms. Oldenkamp brings over twelve years of practical experience within the investment management industry to her role as portfolio specialist. Currently Stephanie serves as President of Genesis Marketing Group, where she leads manager research and due diligence efforts, positions and maintains relationships with existing client managers, establishes new prospects and assists in new business development for client managers.

Previously, Ms. Oldenkamp worked as a Senior Consultant at The Kenrich Group, LLC where she consulted with legal counsel and companies to calculate economic damages for litigations, arbitrations and other disputes. Stephanie began her career in the Finance Co-Op program at Johnson & Johnson, where she supported the firm’s Global Marketing Group. 

Ms. Oldenkamp is a CFA® Charterholder and is a member of the CFA Society of Chicago and CFA Institute. She is also a member of the Global Asset Management Marketing Association (GAMMA), formerly known as the Third Party Marketers Association (3PM). Stephanie graduated from the University of Illinois at Urbana-Champaign’s College of Business with a B.S. in Finance with High Honors, and was selected for the school’s prestigious Edmund James Scholar program.

Ms. Oldenkamp volunteers her time as a Trustee for Christ Church of Oak Brook (IL).

Support Specialist

Annie Gallegos

Ms. Gallegos provides critical support to Texas Institutional Investment Management and its clients in various areas of the firm’s operations, including back office, trading and GIPS support. Annie’s experience in the Trading & Operations industry spans sixteen years. As a Licensed Financial Representative, Annie has provided her expertise to clients at Washington Mutual Bank / WaMu Investments Inc., Premier Asset Management, Strategic Investment Partners, PVG Asset Management, and most recently, Redwood Financial Planning. Ms. Gallegos received her B.A. in Economics at Northwestern University.
